Requiring Pre-launch Approval for Campaigns
Superadmin users may require that campaigns created by organization Owners and Admins be approved by a Superadmin before they are launched.
A Superadmin can turn this on from the "Campaign Builder Settings" section of the Settings page:

Once enabled, all future campaigns will need to be approved by a Superadmin:

Owners and Admins will not be able to start the campaign until it has been approved:

Any future edits to the Interactions or Canned Responses sections of the campaigns by an Owner or Admin will pause the campaign and require re-approval.
